To call abroad from a landline in Somalia, dial 00, then the country code and number. On a mobile, + works everywhere.
I got a missed call from +252. Should I call back?
Only if you know someone there. Unexpected one-ring calls from abroad are a known scam ("wangiri"): calling back can connect you to a premium-rate line. Search the number first, or paste it into the callmins country-code lookup to see where it's from and whether it's a mobile or landline.
